1. Council call to order and roll call - all delegations must be present.

2. Recess to determine subject area - five signatures necessary for reconvening. Subject or issue topics predetermined each year prior to the conference.

3. Reconvene to vote on subject area.

    a. nine votes required for acceptance.

    b. procedural question - veto not in effect.

4. Opening statements/position statements concerning the subject area will be allowed (AND ENCOURAGED) at this time if a country so desires. Opening statements must be brief (no longer than 7 minutes). Order of opening statements will be based upon the English alphabet.

5. Recess for specific resolution within determined subject area - resolution must have the signature of at least 5 countries before it can be submitted for discussion. SC will reconvene as soon as the President receives a proposed resolution with the signatures of at least 5 countries.

6. Reconvene to vote on discussion of resolution.

    a. nine votes necessary to open discussion.

    b. procedural question - veto not in effect.

7. Reading of resolution by drafting country.

8. Formation of speaker's list.

9. First speech by drafting country (if desired).

10. Discussion according to speaker's list (president may determine right of reply).

11. Only when discussion is exhausted will a vote on the resolution be in order.

    a. voting will be by roll call in English alphabetical order.

    b. for a resolution to pass it must gain the approval of nine delegations including the concurrent vote of the five permanent members.

12. If more than one resolution within a subject area has been submitted for discussion (remember each resolution must have signatures of at least 5 countries to be considered) - repeat steps 6 through 11.

13. Repeat steps 2 through 12.
