Rule 1. The President of the SC shall be appointed by the Advisor of the IUS Model UN Organization and will preside over meetings of the SC. The President shall not represent a country and shall not vote.
Rule 2. In addition to exercising the powers which are conferred upon him elsewhere in these Rules, the President shall declare the opening and closing of each Security Council meeting, shall direct the discussion in the SC meetings, ensure the observance of these Rules, accord the right to speak, put questions, and announce decisions. He shall rule on Points of Order, and, subject to these Rules, shall have complete control of the proceedings of any meeting and the maintenance of order throughout. During any meeting of the SC, the President may propose the suspension or adjournment of the meeting.
Rule 3. The President, in the exercise of his functions, remains under the authority of the SC.
Rule 4. Each member of the SC shall be represented at the meetings of the SC by an accredited representative.
Rule 5. Any member of the UN, which is not a member of the SC may participate, without vote, in the discussion of any question brought before the SC whenever the latter considers that the interests of that member are specially affected.
Rule 6. Any member of the UN invited in accordance with these Rules to participate in the discussion of the SC may submit draft resolutions and proposals. These draft resolutions and proposals may be put to a vote only at the request of a representative of the SC.
Rule 7. Any member of the UN which is not a member of the SC or any state which is not a member of the UN, if it is a party to a dispute under consideration by the SC, shall be invited to participate, without vote, in the discussion relating to the dispute. The SC, shall lay down conditions as it deems just for the participation of a state which is not a member of the UN.
Rule 8. Any member of the UN, not a member of the SC, and any state not a member of the UN, if invited to participate in a meeting or meetings of the SC, shall submit credentials for the representative appointed by it for this purpose to the Secretary-General.
Rule 9. The provisional agenda for the SC shall be drawn up by the Advisor of the IUS Model UN Organization.
Rule 10. The first item of the provisional agenda will be the adoption of the agenda or subject area(s).
Rule 11. Items on the provisional agenda may be deleted by the SC.
Rule 12. Additional items may be placed on the provisional agenda if the SC so decides.
Rule 13. All items proposed for inclusion in the agenda shall be accompanied by draft resolutions.
Rule 14. The Secretary-General, or member of the Secretariat designated as his representative, may, at any time make oral or written statements to the SC.
Rule 15. Any motion calling for a decision on competence of the SC to discuss or to adopt a proposal submitted to it shall be put to a procedural vote before a vote is taken on the proposal in question.
Rule 16. Proposals and amendments shall normally be introduced in writing and handed to the President, who shall circulate copies to the representatives of the SC. The President may, however, permit the discussion and consideration of amendments, or motions which have not been circulated.
Rule 17. If two or more resolutions relate to the same subject area, the SC shall, unless it decides otherwise, vote on the resolutions in the order in which they have been numbered by the President. The SC may, after each vote on a resolution, decide whether to vote on the next resolution.
Rule 18. A procedural motion of draft resolution may be withdrawn by its proposer at any time before voting on it has commenced, provided that the motion or resolution has not been amended. A motion or resolution which has been withdrawn may be reintroduced by any member.
Rule 19. When a proposal has been adopted or rejected, it may not be reconsidered at the same session unless the SC so decides. This shall be considered a substantive matter.
Rule 20. A representative may move that part of a proposal or an amendment shall be voted upon separately. If objection is made to the request for division, the motion for division will be voted upon. The representative is requested to indicate specifically the method of division. If such indication is not made, the President shall assume that each operative paragraph shall be voted upon separately.
Rule 21. The President shall call upon representatives in the order in which they signify their desire to speak.
Rule 22. In drawing up the speaker's list, the President of the SC may impose reasonable time limits on each speaker.
Rule 23. When an amendment to a proposal is moved, the amendment shall be voted on first. When two or more amendments to a proposal are moved, the SC shall first vote on the amendment furthest removed in substance from the original proposal, and then on the amendment next furthest removed therefrom, and so on until all amendments have been put to a vote. Tertiary amendments shall not be considered. A motion is considered to be an amendment if it merely adds to, deletes from, or revises part of the proposal.
Rule 24. Each member of the SC shall have one vote.
Rule 25. Decisions of the SC on procedural matters shall be made by an affirmative vote of nine members.
Rule 26. Decisions of the SC on all other matters shall be made by an affirmative vote of nine members including the concurring votes of the five permanent members.
Rule 27. The SC shall normally vote by a show of hands, but any representative may request a roll-call vote. The roll-call shall be taken in the English alphabetical order of the names of the members. The name of each member shall be called in the roll-call, and he shall reply "yes", "no", "abstain", or "pass." The result of the voting shall be inserted in the record of the English alphabetical order of the names of the members. Requests for roll-calls shall not be debated or voted upon.
Rule 28. After the President has announced the beginning of voting, no representative shall interrupt the voting except on a point of order in connection with the actual conduct of the voting. The President shall permit members to explain their votes, including abstentions, before the result of the voting is announced. Requests for the right of explanation shall be made at the time the vote is cast. The President may limit the time allowed for such explanations.
Rule 29. The President may, at his discretion, accord the right of reply to any member if a speech delivered by another representative has contained extraordinary comment bearing directly on the national or personal dignity of the delegate concerned. The right of reply shall not be debated or put to a vote. The President may limit the amount granted for replies. The ruling of the President is not appealable. There shall be no right of reply to a right of reply.
Rule 30. There shall be no right of reply allowed during the Opening Statements period. (see #4 in SC Provisional Agenda)
Rule 31. If a representative raises a point of order, the President shall immediately state his ruling in accordance with these Rules of Procedure. If the President's ruling is challenged, the President shall submit to the SC for immediate decision and it shall stand unless overruled. This shall be considered a procedural matter and subject to Rule 25.
Rule 32. The following motions shall have precedence in the order named over all principle motions and draft resolutions relative to the subject before the meetings:
a. to adjourn the meeting;
b. to recess the meeting to a specific time;
c. to postpone discussion of the questions involved to a certain day and/or time;
d. to introduce an amendment.
Rule 33. The President shall rule all dilatory motions to be out of order.
Rule 34. A representative may move the closure of debate on the item under discussion, whether or not any other representative had indicated his desire to speak. A motion for closure of debate shall be considered a procedural matter and subject to Rule 25.
Rule 35. English shall be the official and working language of the SC.
Rule 36. All resolutions and other documents shall be published in English.
Rule 37. Any representative may make a speech in a language other than English. In this case, he shall provide for the interpretation into English. Interpreters will not be provided by the Secretariat.
Rule 38. Any motion for the adjournment or recess of the meeting shall be decided without debate.
Rule 39. Caucus - The SC may decide through a procedural vote to caucus at any time. The SC and the President of the SC shall determine a time limit on the caucus. During caucus the delegates may either leave or move around the room/council table. Once the caucus comes to an end the SC returns immediately to formal debate.
Rule 40. Informal or Moderated Debate - The SC may decide through a procedural vote to move into Informal or Moderated Debate at any time. The purpose of this is to have an informal debate or discussion among the delegates concerning a particular topic. The President of the SC will use his/her discretion in setting a time limit and moderating the debate. During informal or moderated debate delegates must remain in the room seated at the SC table. There can be no recorded (official) votes taken during informal or moderated debate. Once informal debate comes to an end (either because of a time limit or through a procedural vote to end informal or moderated debate) the SC returns immediately to formal debate.
The rules used during this SC meeting shall take the following order:
1. these SC Rules of Procedure;
2. rulings of the President of the SC;
3. rulings of the Charter of the UN;
4. rulings by the Advisor to the IUS Model UN Organization.
