OCCUPATIONAL SUMMARY:
Responsible for providing computing hardware and software support to the campus which includes all academic and administrative areas and supervises IT support staff.  Provide vision and direct the management and operations of the department, manage personnel, the budget, and the equipment of the department.  Establish department priorities, policies and procedures.  Plan, develop, and manage communications, policy and quality strategies and programs for IT to ensure the efficiency, effectiveness and professional presentation of IT services, programs, developments, initiatives and facilities.  Act as the primary point of contact for communications with eternal audiences both on and off campus and coordinate IT communications during emergencies and disaster recovery.  Establish and maintain close working relationships with other campus department directors; manage and oversee the implementation of special projects with high profiles, creative, organizational or communications elements; and serve as the IT liaison to other project managers on those aspects of such projects.  Promote and support faculty and staff use of information technology for administration and education; represent IUS at University-wide and professional computing-related functions and meetings and determine long and short term needs and goals for IT in consultation with the Vice Chancellor of Information Technology and other IT Directors.  This position also serves as the Chief IT Policy Officer for the campus and is responsible for the development, implementation, and oversight of IT policies and procedures and IT’s compliance with university policies and procedures.  This position reports to the VC of IT.

MINIMUM REQUIREMENTS:
Bachelor’s degree in a relevant field; Master’s degree preferred
3 years experience in managing technology support
3 years project management experience
3 years experience in creative design and communication to varied audiences, preferably in an IT environment
2 years experience in IT policy writing and interpretation
Energetic, motivated, effective, self-director with initiative
Supervisory and financial management skills
Excellent planning, organizational and communications skills, both written and oral
Proven interpersonal skills using tact, patience and courtesy
Ability to work with a wide range of audiences with a high-level service orientation

DUTIES AND RESPONSIBILITIES:
Work with the Vice Chancellor of Information Technology to plan and coordinate the deployment and utilization of technology consistent with the mission and goals of the campus.

Establish and implement the objectives, priorities, policies and procedures for the Department of IT Communications and Support.  Work collaboratively with other IT departments and the VC IT to support the overall goals and objectives of IT and the campus.

Provide management and leadership for IT support staff for student, faculty, and staff computing; develop and modify as necessary.  Assess the ramification of adding, changing, and reducing services and make recommendations.  Conduct needs analyses.  Make decisions and recommendations based on industry trends and market demands.  Support decisions and recommendation with internal and external data.

In consultation with the VC IT review existing IT policies and develop new IT policies.  Develop and monitor plans to ensure compliance with University and IT policies and State and Federal law.  Develop and maintain contacts with other University policy offices and with other relevant organizations to ensure consistency with University policy.

Work with other IT Directors to manage day-to-day departmental activities.  Identify, assess and implement improvements as appropriate.

Ensure close coordination and collaboration between areas of IUS IT.  Actively network with members of the campus, University and external communities including, but not limited to faculty, staff, students, administrators and business and community leaders, to openly share information and promote the integration and convergence of varying cultures and technologies.

Work collaboratively with deans, directors, unit managers, and outside agencies to identify needs and opportunities to create and deliver technology services.  Explore partnerships with internal and external agencies.  Attend meetings, serve on committees and represent the department and technology-related interests of the campus, at University, campus and professional organizations.  Establish cooperative working relationships and initiate, promote and coordinate IUS technology-related collaborations with other IU campuses.

Advise the campus and the VC IT on emerging technology trends and issues.  Assist all campus units.  Plan and provide vision for long and short term technology needs.

Provide user training in making best use of campus and university information and communication systems.  Provide assistance to faculty and staff in all aspects of administrative and instructional uses of computing resources and in realizing administrative, instructional uses of computing resources and in realizing administrative, instructional and research uses of computers in general.  Provide consultation, advice, and assistance in the purchase and use of information technology including hardware, software, and internally and externally provided services.

Serve as the primary point of contact for communications with external audiences both on and off campus and coordinate IT communications during emergencies and disaster recovery.  Serve with other IT directors to coordinate crisis management.

Supervise and evaluate the performance of IT Communications & Support employees.  Perform personnel actions to include, but not limited to, performance appraisal, vacation scheduling, work scheduling, recruitment, hiring and dismissals.  Conduct research and coordinate or lead projects as assigned.  Hire, train and/or manage staff as needed for short-term work projects or long-term project implementation.

Serve as account manager, including budgeting and planning, for all IT Communications & Support accounts.  Manage and control all IT Communications & Support’s budgets to include, but not limited to, expenditures for labor, equipment and supplies.

Prepare periodic departmental management reports and statistical usage data.  Manage record keeping for departmental planning of historical records, for process tracking and for projections of future costs and needs.  Promote awareness by IUS faculty, staff and students of services provided by IT communications & Support and procedures for utilizing those services, and provide training opportunities.

Contribute to the development and management of external relationships and partnerships.  Plan and coordinate IT-sponsored events and serve as liaison between IT and the Communications and Planning Office within University Information Technology Services. 

Monitor and review IT services, programs, developments, initiatives, processes, policies, procedures and facilities and effect change as necessary to ensure consistency with IU and IUS policy, compliance with applicable laws, professional presentation, effectiveness, efficiency and the highest quality standards.

Identify needs, conduct research, and determine audiences for various documents, publications, signage and online resources.  Lean and manage the preparation of internal and external publications to include, but not limited to, plans, reports, papers, presentations, press releases, and articles.  Research, write and edit policy, procedural and technical brochures and booklets.

Mange and administer the IT website and work collaboratively with IT personnel to develop standards and coordinate content, design and delivery to ensure consistent, effective communication of IT services and projects.

Advance personal knowledge of computing hardware and software technologies and technology innovations and trends.

Perform other related duties incidental to the work described herein.

 MINIMUM REQUIREMENTS:
Bachelor’s degree with a concentration in computer science or related field or equivalent training and experience.

Two or more years of experience in installation, configuration, administration and troubleshooting web and application servers such as Windows 2003/Microsoft IIS 6.0 and Adobe ColdFusion MX7 (preferred).

Technical proficiency developing applications in a web environment using XHTML/CSS, ASP.NET 2.0, Cold Fusion MX7 (CF 8 a plus), and JavaScript. Intermediate to expert level skills with the .NET 2.0 framework.

Working knowledge of PHP, ASP, AJAX and XML is preferred.

Understands complex database concepts and creates efficient and logical databases for web applications. Ability to write stored procedures and complex queries.

Possesses demonstrated work experience with Microsoft SQL Server, including DTS (development and scheduling) and Stored Procedures.  MS Access knowledge for legacy applications. Oracle and MySQL knowledge is a plus.

Knowledge of and skill in using the following applications: Adobe Dreamweaver, Microsoft Visual Studio.

Solid understanding and experience with network protocols such as TCP/IP, HTTP, FTP, SSL, DHCP, DNS, SMTP etc.

Thorough technical knowledge of various web browsers, including (but not limited to) Microsoft Internet Explorer 6/7 and Mozilla Browsers and Safari on both Mac and Windows platforms.

Technical knowledge of ADS Authentication and its integration into web applications.

Technical knowledge of SSL Certificates and securing web forms and transactions.

Familiarity with ADA guidelines for web sites preferred.

Ability to learn new technologies quickly.

Ability to correctly estimate the time to complete a task.

Motivated to act with minimum supervision.

DUTIES AND RESPONSIBILITIES:
Serve as senior web programmer as a collaborative member of the campus web development team, which includes attending meetings, working closely with web designers and content developers to ensure correctly coded pages, oversight of the content management system, and integrating database and application software into web site designs to increase site effectiveness.  Supervise work activities of student programming assistants, to include participation in hiring, training, and assigning work.

 Influence designs of new web pages to maximize accessibility, usability and effectiveness; maximize users’ ability to search site content.  Coordinate the maintenance and updating of existing web pages, check and maintain links; monitor web sites for consistency, cross-referencing, and compliance with university standards for web site content and design.

 Oversee and coordinate the use of and response to web site e-mail; correspond with senders or refer e-mail to appropriate individuals; maintain records and develop reports on web site e-mail activity.

 Serve as second-tier systems administrator for web-based services to include, but not limited to, Internet and intranet services.  Serve as user contact and consultant to answer questions, interpret technical information, identify needs, provide information, education and technical services, troubleshoot, and make referrals to other technical resource persons.  Serve as liaison between local web services users and system-wide and external providers to process requests and coordinate systems.

 Work closely with the Director of IT-Media & Web Services and the IT-Systems & Operations team to develop and maintain appropriate policies and procedures regarding usage, access, and administration of campus web site; maintain appropriate security; support and coordinate with Director to serve as campus consultant and authority regarding world wide web issues; educate campus regarding world wide web potentials and limitations and champion campus world wide web development, including database functionality.

 Analyze systems.  Design, write, develop, debug, install, modify, configure and maintain software in support of web-based services.  Work with IT-Computer Services to install, configure and maintain hardware in support of web-based services.

 Coordinate with Director and IT- Support & Communications to instruct users in hardware/software usage to include, but not limited to, serving as instructor for local training programs, and developing documentation.

 Advance and maintain personal knowledge of locally utilized hardware/software as well as industry hardware/software technologies.

 Work closely with other IT personnel to assist in resolution of departmental problems and ensure smooth and efficient daily operations.

 Maintain hardware and software security and operate facilities in accordance with copyright laws and licensing agreements.

 Establish and maintain vendor contacts for production information and technical support.

 Perform other related duties incidental to the work described herein.
