Parking
Students and employees are expected to know and abide by all parking regulations. Parking permits may be purchased when registering for classes or at the University Police office. Information concerning our parking policy is available at the Police office. All motor vehicle accidents occurring on campus should be reported to the University Police immediately.

Appeal Form for Parking Violations
Parking appeals must be completed using the Adobe Acrobat form below. Handwritten submissions should be avoided. The appeal must be received by the University Police on, or before, the seventh day after the issue date. The form must also be stamped in the date stamping device upon receipt. Incomplete and/or late appeals cannot be accepted.
After the appeal form has been submitted, it will be read before the Student Traffic Appeals Board. The board usually meets once a month through the Fall and Spring semesters. If you choose to, you may attend the meeting and voice your own appeal.
Once a decision has been made you will receive a letter from the University Police to inform you of the board's decision.
Parking Regulations
It is your responsibility to be aware of the parking/traffic regulations of Indiana University Southeast. They are provided for your convenience and safety and to expedite the flow of traffic.
Policy on Bicycles
Bicycle registration is mandatory for faculty, staff, and students who ride on the Indiana University Southeast campus. Registration offers the following advantages:
- Prevents Tickets and Impoundment: Unregistered bicycles will be ticketed for all parking violations and may be impounded.
- Theft Prevention: Serves as a deterrent to crime. It sends a warning to would-be thieves: this bike is registered with a law enforcement agency.
- Theft Recovery: Aids in the recovery of a lost bicycle and increases the likelihood of your stolen bike being found and returned.
Applications can be downloaded on the University Police website or at the University Police office located University Center North, room 027.
To register your bicycle you will need to know the following information:
- Owner’s Name, Address, and Phone Number
- Student ID number or Employee ID number
- Bicycle Make, Style, Speeds, Color and Distinguishing Marks
- The registration fee of $1.00 is payable at the time of registration. Registration is for a one year period from the beginning of the fall semester.
Decal Permit Placement
The bicycle permit should be firmly affixed to the frame or front fender of the bicycle. Do not use tape, magnets, string or other materials to attach the permit.
Bicycle Parking
To ensure your safety, campus beauty, and unrestricted access to all individuals around campus, bicycles must be parked in bicycles racks or other designated areas. Bicycles must not be: chained to handicap ramps, light poles, handrails, bus shelters, telephone poles, patio furniture or fences; inside administrative or classroom buildings; in stairwells or hallways of residence halls; on sidewalks; against or attached to any tree, bush or plant; against or attached to any public seating fixture; parked in spaces provided for motor vehicles. If you are consistently having problems finding a spot, please call University Police and we will try to add more spaces in the area.

Fines and Regulations
All unregistered bicycles will be subject to ticketing with impoundment. All impounded bicycles will be subject to a fine plus mandatory registration fee. Bicycles improperly parked will result in ticketing and/or impoundment. By parking your bicycle at Indiana University Southeast, you agree to abide by the parking rules and regulations and the traffic laws established by the state of Indiana. A $5.00 fine will be assessed against the owner, operator, or registrant of the bicycle involved in each violation.
Regulations
- A bicycle is considered a motor vehicle insofar as the nature of the vehicle permits. Traffic regulations must be obeyed by bicycle riders.
- Bicycle parking regulations are in effect at all times- including evenings, weekends, holidays, vacations and breaks between semesters.
- Bicycle parking is available at bicycle racks located at or near most University buildings.
- Bicycles are to be parked only in these areas, and must be properly attached to the racks.
- As a courtesy to fellow cyclists, please use only one space. A bicycle impeding pedestrian traffic including areas access for the handicapped and blind may be ticketed and impounded without prior notice.
- University Police will not be held liable for securing devices (locks) which are damaged during impoundment.
- Bicycles on University property which are deemed abandoned or derelict may be impounded.
- Bicycles may not be parked in the following locations:
- Parked or stored inside administrative or classroom buildings
- In stairwells, hallways or lounges of residential housing
- Parked on sidewalks
- Against or fastened to any tree, bush, plant or foliage
- Chained to or rested against handicap ramps, light poles, telephone poles, handrails, bus shelters, University signs, public seating fixtures, trash receptacles or fences.
- Against or fastened to any water, steam, or gas pipe or any electrical fixture or emergency device
Impounded Bicycles
Bicycles are impounded by cutting and removing the locking device.
When a bike may be impounded:
- Bicycles parked in a manner that creates a safety hazard, damage property or prevent use of or access to any University facility will be subject to immediate impoundment. If the bicycle is registered, then University Police will send an email notice to the student of the impoundment.
- Unregistered bicycles left undisturbed in racks for seven days or more may be treated as abandoned and impounded. Bicycles will be posted with an impound notice for 48 hours prior to removal.
- Registered bicycles left undisturbed in racks for one calendar year may be treated as abandoned. University Police will attempt to notify the owner prior to impounding.
- The University is not responsible for damage to locking devices and/or vehicles that require removal. It is lawful for the University to remove locking devices in order to impound a bicycle.
- Unclaimed bicycles which have been impounded due to a lack of proper permit or parking inappropriately will eventually be disposed of at the discretion of University Police.
Claiming an impounded bicycle:
- Contact University Police to verify that your bicycle has been impounded.
- You will be expected to provide your name, your IU Southeast student or employee ID number, description of the bicycle and the date you noticed your bicycle missing.
- Impounded bicycles are released by University Police Monday through Friday 8am – 5pm.
When you arrive to claim your bike, you must bring picture identification and the key or combination to your lock.
Theft Prevention
The University assumes no responsibility for the care and/or protection of bicycles or their contents while operated or parked on University property. University Police do make regular tours of parking facilities. One of the best deterrents to bike theft is registering your bicycle with University Police. Registered bikes are easy to trace and therefore make less attractive targets for thieves. Bicycle permits cost $1.00, are valid for one year, starting at the beginning of the fall semester, and can be purchased at University Police. Many thefts can be prevented by following a few simple steps:
- Always lock your bike, regardless of how long you will be away from it.
- Only lock your bike to approved racks, not to trees or railings
- For maximum protection, use a cable and lock as well as U-type lock. Thieves will seldom carry the tools necessary to break both types of locks.
- If you have quick release hubs, don’t forget to lock your wheels. The same goes for quick release seat posts.
Bicycle Safety Tips
- Watch out for sewer drains with slots that are parallel to the direction of travel. A bike’s front wheel can fall into parallel with disastrous and even fatal consequences.
- Make sure backpacks or purse straps are secured away from any moving part of the bicycle.
- Don’t double up! Take a passenger only if your bicycle is meant to carry one.
- Avoid balanced loads.
- Watch for pedestrians.
- Avoid traveling too fast down hills or on rough/slippery roads.
- Don’t hitch rides on trucks or cars.
- Don’t zigzag, race or stunt ride in traffic.
- Don’t show off. Keep hands on handlebars.
- Be cautious when riding on wet pavement.
Car Pool Parking
In order to help our campus community mitigate the effects of our nation’s current gas situation, the Chancellor’s Commuting Task Force has recommended creating carpool parking spaces close to the campus buildings. This initiative was carried out by the Department of Safety and Security and ten(10) Car Pooling Parking Spaces were created in the Woodside Parking Lot, directly across from the bus stop.
In order to park in these spaces, your vehicle must contain three(3) or more persons.
Tow Policy
When a vehicle needs to be towed, a police officer will authorize the tow.
A vehicle can be towed under the following circumstances:
- When any vehicle is or will be left unattended and constitutes or is likely to constitute a hazard or an obstruction to traffic.
- When a vehicle with no valid permit is left unattended in a parking area on IU Southeast property continuously for more than 72 hours under circumstances which indicate it has been abandoned.
- When a vehicle with a valid permit is left unattended in a parking area on IU Southeast property continuously for more than fourteen (14) days and prior permission has not been obtained from the University Police, the vehicle may be towed after the following steps have been taken:
- An orange sticker is placed on the driver’s side window of the vehicle. This sticker will contain the time and date it was placed on the vehicle, and the message:
“Your vehicle has not been moved in two weeks. If it is not moved within 48 hours of this notice, your vehicle will be towed at your expense.” - The tow list will then be marked with the time and date the sticker was placed on the vehicle. A case report will then be made indicating the time and date the orange sticker was placed on the vehicle.
- The vehicle will then be eligible to be towed after the 48 hour period has elapsed.
- An orange sticker is placed on the driver’s side window of the vehicle. This sticker will contain the time and date it was placed on the vehicle, and the message:
- When in the opinion of the enforcing officer, a vehicle should be removed in the interest of the safety of persons or property because of fire, flood, storm, snow or other emergency reasons.
- When a person accumulates five (5) or more citations that have not been paid or appealed. The vehicle that is cited for the parking tickets, or any vehicle that is driven on campus by the person named on the parking violations (this must be a positive identification) may be towed after the following steps have been taken:
- An orange sticker is placed on the driver’s side window of the vehicle. This sticker will contain the time and date it was placed on the vehicle, and the message:
“You have five or more unpaid parking violations. If they are not paid within 48 hours of this notice, your vehicle will be towed at your expense if found on IU Southeast property. - The tow list will then be marked with the time and date the sticker was placed on the vehicle. A case report will then be made indicating the time and date the orange sticker was placed on the vehicle.
- The vehicle will then be eligible to be towed if found on campus after the 48 hour period has elapsed.
- An orange sticker is placed on the driver’s side window of the vehicle. This sticker will contain the time and date it was placed on the vehicle, and the message:
- When a person accumulates eight (8) or more citations that have not been paid or appealed. The vehicle that is cited for the parking tickets, or any vehicle that is driven on campus by the person named on the parking violations (this must be a positive identification) may be towed without any warning.
- When there is a traffic violation issued for parking in a disabled space, or parking in a reserved area.
- When there is a custodial arrest or there is reason to tow the vehicle for other lawful reasons.
When a vehicle is towed for any of the forgoing provisions, an “IU Southeast University Police Department Tow and Inventory Record” will be completed by the officer authorizing the tow.
Note: The form must be completed by the tow truck driver in the section highlighted “to be completed by garage owner”. A complete inventory/search of all accessible or unlocked areas of the vehicle and all containers within the vehicle shall be conducted on all vehicle tows.
When a vehicle is towed and monies are owed to IU Southeast, the vehicle shall be released to the owner/operator (or duly authorized representative) upon payment of all unpaid charges. Fees for towing and storing vehicle will be paid directly to the towing company.
Where are towed vehicles taken and how do I get it back?
Please call the IU Southeast Police Department at (812) 941-2400 and advise the dispatcher of your name and vehicle description. The dispatcher will be able to tell you the location of your vehicle and what will be needed to get your vehicle released.
Departmental, Event and Arranged Parking Requests
Any large events that take place on campus that require additional parking when classes are in session must notify University Police in advance to make arrangements for those attending the event.
