Tow Policy

When a vehicle needs to be towed, a police officer will authorize the tow.

A vehicle can be towed under the following circumstances:

  1. When any vehicle is or will be left unattended and constitutes or is likely to constitute a hazard or an obstruction to traffic.
  2. When a vehicle with no valid permit is left unattended in a parking area on IU Southeast property continuously for more than 72 hours under circumstances which indicate it has been abandoned.
  3. When a vehicle with a valid permit is left unattended in a parking area on IU Southeast property continuously for more than fourteen (14) days and prior permission has not been obtained from the University Police, the vehicle may be towed after the following steps have been taken:
    1. An orange sticker is placed on the driver’s side window of the vehicle. This sticker will contain the time and date it was placed on the vehicle, and the message:

      “Your vehicle has not been moved in two weeks. If it is not moved within 48 hours of this notice, your vehicle will be towed at your expense.”
    2. The tow list will then be marked with the time and date the sticker was placed on the vehicle. A case report will then be made indicating the time and date the orange sticker was placed on the vehicle.
    3. The vehicle will then be eligible to be towed after the 48 hour period has elapsed.
  4. When in the opinion of the enforcing officer, a vehicle should be removed in the interest of the safety of persons or property because of fire, flood, storm, snow or other emergency reasons.
  5. When a person accumulates four (4) or more citations that have not been paid or appealed. The vehicle that is cited for the parking tickets, or any vehicle that is driven on campus by the person named on the parking violations (this must be a positive identification) may be towed after the following steps have been taken:
    1. An orange sticker is placed on the driver’s side window of the vehicle. This sticker will contain the time and date it was placed on the vehicle, and the message:

      “You have five or more unpaid parking violations. If they are not paid within 48 hours of this notice, your vehicle will be towed at your expense if found on IU Southeast property.
    2. The tow list will then be marked with the time and date the sticker was placed on the vehicle. A case report will then be made indicating the time and date the orange sticker was placed on the vehicle.
    3. The vehicle will then be eligible to be towed if found on campus after the 48 hour period has elapsed.
  6. When a person accumulates eight (8) or more citations that have not been paid or appealed. The vehicle that is cited for the parking tickets, or any vehicle that is driven on campus by the person named on the parking violations (this must be a positive identification) may be towed without any warning.
  7. When there is a traffic violation issued for parking in a disabled space, or parking in a reserved area.
  8. When there is a custodial arrest or there is reason to tow the vehicle for other lawful reasons.

When a vehicle is towed for any of the forgoing provisions, an “IU Southeast University Police Department Tow and Inventory Record” will be completed by the officer authorizing the tow.

Note: The form must be completed by the tow truck driver in the section highlighted “to be completed by garage owner”. A complete inventory/search of all accessible or unlocked areas of the vehicle and all containers within the vehicle shall be conducted on all vehicle tows.

When a vehicle is towed and monies are owed to IU Southeast, the vehicle shall be released to the owner/operator (or duly authorized representative) upon payment of all unpaid charges. Fees for towing and storing vehicle will be paid directly to the towing company.

Where are towed vehicles taken and how do I get it back?

Please call the IU Southeast Police Department at (812) 941-2400 and advise the dispatcher of your name and vehicle description. The dispatcher will be able to tell you the location of your vehicle and what will be needed to get your vehicle released.

Where do IU Police Officers have jurisdiction to make arrests?

IU Police Officers have jurisdiction on any real property owned or occupied by the University or on any streets through or adjacent thereto. The IU Southeast Police department also shares concurrent jurisdiction anywhere in Floyd and Clark Counties through mutual aid agreements.
