Rosita Young was born and continues to reside in Louisville, Kentucky. She attended Indiana University Southeast and received a bachelor's degree in general studies in 1985. She was employed by the Bureau of the Census in Jeffersonville, Indiana, for thirty-seven years and retired September, 2004. Thirty of those years she spent in human resources where she held several positions including, Chief of Classification, Chief of Employment and Classification, and Personnel Officer. When she retired she held the position Assistant Division Chief for Administration. For the past four years, she has been working as an independent human resources contractor for the Bureau of the Census. One of her daughters received a master's degree in education from Indiana University Southeast and currently she has both a daughter and granddaughter attending Indiana University Southeast.
Some of her involvements in the community are:
- Volunteered for the past five years with the Jefferson County Public School System's Everyone Reads Program
- Currently Finance Chairperson of the Sure Foundation Ministries
- Advisor to the Board of Directors of the Sure Foundation Ministries
- Serves as Administrative Assistant for the Women of Royal Destiny Ministry
- Former first Vice-President for the Louisville Section of the National Council of Negro Women
- Former President of the Kentuckiana Federal Equal Employment Opportunity Council
- Former Treasurer of the Census Bureau's Welfare and Recreation Association
- She volunteered for several years with the Junior Achievement of Kentuckiana
